The seeding excludes the nations participating in the 2010 FIBA World Championship for Women as well as the host for the European Championship, Poland.
The six countries already qualified for the final round of the 2011 EuroBasket Women competition are: France, Russia, Spain, Belarus, Greece, and Czech Republic.
There are 18 countries that participate in the Division A qualifying round. The teams are split into two groups of five teams and two groups of four teams.
The teams play each other twice (home and away) and the top two teams from each group qualify for the finals in Poland.
There will be a further qualification series known as the Additional Qualification Round.
The 10 teams that fail to qualify are ranked and the first six teams will have to contest for the right to qualify for the finals of EuroBasket, while the four lower ranked teams will play in the relegation group.
According to FIBA Europe regulations the seeding method for the draw WAS based on the results of the most recent FIBA Europe official competitions, EuroBasket Women 2009 and the EuroBasket qualification games.
